“It is the Governors Who Are Going to Be Impacted” – Bwala Responds to Opposition Against Tax Reform Bills

Daniel Bwala, Special Adviser to President Bola Tinubu on Policy Communication, has clarified that the primary opposition to the Tax Reform Bills currently before the National Assembly comes not from regional divides, but from the governors themselves. Bwala’s comments, made during a recent interview on Channels Television, seek to counter claims that the northern region is opposed to the bills.

 

The tax reform bill, which President Bola Tinubu forwarded to the Senate and House of Representatives on October 3, 2024, proposes significant changes to Nigeria’s tax landscape. A key part of the reform is the renaming of the Federal Inland Revenue Service (FIRS) to the Nigeria Revenue Service (NRS). The proposal has sparked debate across the country, with various groups voicing their concerns.

 

Earlier, reports had indicated that the Northern Governors Forum and the Northern Traditional Rulers Council jointly rejected the tax reform bill. This sparked speculation that the northern region was opposed to the proposed reforms, raising concerns over the potential implications for the economy and governance.

However, Bwala emphasized that the controversy surrounding the bill should not be viewed through a regional lens. “The tax reform bills have come to stay, and they will be passed. Let us forget that it is the North vs. the South; it is the governors who are going to be impacted,” Bwala asserted. He pointed out that the opposition to the bill primarily stems from governors in states where their revenue would decrease if certain provisions, such as the change in derivation rates, are implemented.

 

According to Bwala, the governors’ objections are not geographically specific but are driven by the potential financial consequences for their states. “It is the governors from states where their income will reduce if the derivation is applied. These set of governors are in the majority of the states and not limited to the North,” he explained. He suggested that while northern governors have been vocal in their opposition, it is not a regional issue but rather a matter of economic concern for state leadership.

Bwala’s remarks highlight that while some governors from the northern part of the country have been outspoken about their objections to the bill, the opposition is not exclusive to that region. “Maybe the governors from the north have decided to be vocal about it,” he said, acknowledging the prominence of northern governors in the ongoing debate.

 

In addition to the tax reform, Bwala drew parallels between the current controversy and past disagreements between governors and the federal government. He referenced the case of Local Government autonomy, which was also opposed by governors, regardless of regional affiliation. “Even the case of Local Government autonomy, it wasn’t a case of region; it was still the governors,” Bwala noted, suggesting that governors’ resistance to certain reforms is a broader issue that transcends geographic lines.

 

The debate over the Tax Reform Bills comes at a time of heightened political and economic tension in Nigeria. The country is grappling with economic challenges, including inflation, unemployment, and concerns over national debt. The proposed tax reforms are seen as a potential solution to bolster federal revenue, but they have raised concerns among state leaders who fear a reduction in their financial autonomy.

Despite the pushback from some governors, Bwala expressed confidence that the tax reforms would eventually be passed. “The tax reform bills have come to stay,” he declared. He reiterated that the federal government is committed to ensuring the reforms are enacted, even in the face of opposition from certain state leaders.
