NIMC Announces Payment Requirement for New National Identity Cards

The National Identity Management Commission (NIMC) has announced that Nigerians will now be required to pay for the new multipurpose national identity card. Dr. Peter Iwegbu, Head of Card Management Services at NIMC, explained that the decision was influenced by the country’s limited government revenue. Speaking at a two-day roundtable for journalists in Lagos, Iwegbu emphasized that this new payment model would address issues faced in the past, including the large number of uncollected cards produced during the free issuance initiative.

“The limited government revenue has also influenced the decision to introduce a payment model for the new cards,” Dr. Iwegbu stated. He elaborated on the challenges of the previous free initiative, revealing that over two million cards were printed but a significant number of them remained uncollected. This inefficiency prompted NIMC to rethink the approach, opting for a system that ensures only those who genuinely need the card will request it.

Mr. Lanre Yusuf, NIMC’s Director of Information Technology, supported this move, noting that the free national ID card program had not been effective in meeting its goals. “This new approach ensures that individuals will only request the card if they truly need it,” Yusuf explained. He went on to describe the new card as a “post-paid” identity card, where Nigerians would need to make a payment and select a pickup location before receiving their card. This, he added, would enhance accessibility and accountability in the distribution process.

The NIMC has also taken steps to ensure the new system remains inclusive. For Nigerians who may struggle to afford the cost of the ID card, special programs have been introduced to ensure that they are not excluded from accessing government services and benefits. “We are committed to ensuring that every eligible Nigerian has access to the card, regardless of their economic background,” Yusuf assured, highlighting the government’s dedication to inclusivity.

In addition to the payment structure, the new multipurpose national ID cards will be made available through banks across the country. This partnership with financial institutions aims to streamline the process, making it more convenient for Nigerians to request and collect their cards. Yusuf pointed out that Nigerians would be able to visit any bank branch to apply for the card, which should make the process more accessible and efficient.

Samples of the test cards have already been received, and NIMC is making final preparations for the nationwide rollout. The new cards are expected to be launched soon, marking a significant milestone in the country’s identity management system. With these preparations underway, the NIMC is optimistic that the new system will address previous challenges while ensuring wider access to the card.
